Proposed Title: The Theory and Practice of Public Administration as a Conceptual Base in the Crusade for the Formation of a Global Government.

Background of the Study: The formation of world government is creating interest in the global community. This was brought about by the realization that a global government can potentially address perennial world problems like nuclear war, terrorism, over consumption, over population, poverty, environmental degradation, etc. Today, more than ever, the formation of a global government can be more achievable because the advances of technology, like the worldwide web, has literally shrunk the world. One evidence of the growing interest of the humanity for the formation of a global government is the number of blogs and websites in the search engines like Google, Yahoo and Alta Vista under the topic of “formation of a global government” – they numbered by millions. As part of my future dissertation proposal, this study wishes to look at the theory and practice of public administration as a conceptual base in the crusade for the formation of a global government.

Problem Statement:
This paper seeks to answer the following questions:

Can the theories and practices of public administration be a conceptual base in the crusade for the formation of a global government?
What are some of the dominant views of the current leading advocates for the formation of a global government?

Objectives:
This paper seeks
To identify the use of classical public administration theory and practice in the crusade for the formation of global government?
To determine the available literatures and key personalities in relation to this global crusade.
Hypothesis: Despite that the formation of global government seem a very utopian idea, the crusade for the formation of a global government is becoming popular with the advent of the worldwide web and with the fact that it is rooted on classical public administration concepts.
Methodology: The study will focus in the scanning in the search engines Google, Yahoo and Alta Vista about websites and blogs pertaining to the topic of formation of a global government. In addition to this, this study will also relate the concepts learned in PA 201 to the crusade.

Scope and Limitations: This study, due to its inherent limitation, will only focus on leading literatures discussed in the class of PA 201 and the top 15 websites and blogs found in search engines Google, Yahoo and Alta Vista.

Second Look on the Paper by Prof. Danny Reyes:

I went to see Prof. Reyes about this paper. He said that its up to me to pursue this paper but in his opinion, this paper is suited more on political science course and not on public administration. I might be on the handicap if I still pursue this.

And so, I decide not to pursue this paper anymore because I want to finish my doctorate. I decided that I will write about the Marikina Ideology instead, my present project on my consultancy job with Marikina City Mayor Marides Fernando.

But, I might pursue the paper in my other doctoral subjects because I want to see really if there are theoretical and practical basis on the formation of global government on the topics commonly discussed on public administration. My desire is to provide academic substance to the snowballing crusade of the formation of the global government.
